Scotland's first minister, Alex Salmond, has clashed with Labour leader, Wendy Alexander, over council spending. The Labour leader claimed the removal of ring-fencing on £100m of funding for vulnerable children would create ‘a postcode lottery' across Scotland during first minister's question time in Parliament last week. COSLA president, Pat Watters, speaking on behalf of councils, said councils could be trusted and were accountable for spending money and protecting vulnerable groups.
