A bonfire of local authority targets and red tape was announced last week by chief secretary to the Treasury, Andy Burnham. Mr Burnham said 90% of all public sector agreements would finish in the current Comprehensive Spending Review period and a new series of locally-based targets would be introduced instead. ‘Public services should begin with the needs of citizens, and respond to the needs of citizens,' he said. ‘The new framework will face outwards.'
