Misguided optimism on devo?

Steve Leach and Colin Copus argue that a narrative of a shift away from centralisation is building around the English Devolution and Community Empowerment Bill, but the reality will be a reduced role for local government.

We are increasingly concerned by the hyperbolic praise of the English Devolution and Community Empowerment Bill, often by those who should know better.

Is it really a milestone, a proper framework for devolution, a fundamental shift in the relationship between the centre and local government – empowering, emboldening, enlightening, marvellous, fabulous and certain to result in constant sunshine for local government... Alongside other dubious and questionable claims being made.
