Trade unions have accused Southampton City Council of trying to ‘mislead' low-paid staff into thinking they will be exempt from a looming pay cut.
Unison and Unite also warned that failure to resolve a month-long dispute over the cuts could cost the authority a further £12m, and end in a lengthy legal battle.
