Money can't bypass the Warm Homes Plan's lengthy paperwork and unfair charges

It is time for town halls to bypass the bottleneck around heat pumps, turning three-day installs into a local reality, says Katy King.

The Government's new Warm Homes Plan sets an ambition for a standard heat pump to be installed within three days of an approved quote from an installer. But this is just one piece of a wider puzzle. 

Nesta's new research shows that the journey to installation is rife with overly-restrictive permissions, approvals and bureaucratic red tape that consumers – most of them not heating experts – must understand and muddle through before they are often faced with hidden charges and delays.
