I write this fresh from the Society of County Treasurers (SCT) seminar, a brilliant event where county section 151 officers and deputies addressed immediate challenges and longer-term opportunities. It was enlightening, encouraging, inspiring and highly therapeutic. All of the content was relevant to the SCT's annual theme of workforce and resilience.
On the immediate challenges we had a brilliant presentation from the Institute for Fiscal Studies' David Phillips ahead of the Budget. The national challenges are enormous, flexibility and headroom is limited, and longstanding issues like special educational needs and disabilities deficits will only worsen if left to grow.
