Freeing councils from Whitehall-imposed targets and top-down performance measurements as part of the push to devolve more power from central to local government are important in promoting localism and supporting councils to take control of their own affairs.

Even more important is the need for councils to have more financial power to give them greater control of their destiny, and drive their local economies.
