Nearly half of all MPs do not think councils should force their residents to take action on climate change. However, the poll, carried out by the LGA, found that 65% of MPs think councils should introduce financial incentives to encourage people to reduce greenhouse gas emissions. Only 35% of the 168 MPs who responded think councils should introduce penalties to tackle the problem.
