Rochdale MBC has begun formal talks to create the country's first social housing mutual with both tenants and employees as members.
Under proposals which have progressed with help from the Homes and Communities Agency (HCA), the council would transfer its 13,700 housing stock to ALMO Rochdale Boroughwide Housing (RBH).
