The national approach to localising business rates is promoting ‘unhelpful division' and hindering efforts to balance needs and incentives, according to a London government document.
A report, which went before London Councils' executive this week, said appeals and revaluations in the current system ‘undermine the Government and London's ambition' to reward economic growth.
