The children's minister has pledged to expand and  ‘reinvent' fostering to reverse the ‘expensive and inappropriate' growth of residential care.

Speaking at the National Children and Adult Conference in Bournemouth today, minister for children and families Josh MacAlister said he would set out plans within weeks to significantly expand the number of foster carers in England.
