A rural campaign group has questioned whether Neighbourhood Plans would deliver a house-building boost for local people or community facilities in countryside areas.

Although ministers have promised communities which prepare such plans will receive a 25% share of community infrastructure levy cash, umbrella group Action With Communities in Rural England (ACRE) claims the hurdles to securing these incentives are steep, and the scheme is not the best course of action.
