Newcastle City Council and Norfolk CC have become the first local authorities to join the Green Deal Finance Company (GCFC) offering cheap loans to homeowners and businesses in order to improve energy efficiency.
The consortium is part of the Government's Green Deal programme, and the GDFC expects more councils to join shortly.
