A recommendation by the New Local Government Network (NLGN) to create a flat rate of funding for grass-root organisations has been included in Sir Hayden Phillips final report on financing political parties. The NLGN recommended the Government give political parties a modest amount to match every new member who joins in order to encourage more participation.
