A pilot project has been launched to make the North West the cleanest region in the country. Seven partners – Wigan, Stockport and Oldham MBCs, Vale Royal and South Ribble BCs, Preston City Council and Carlisle Housing Association – are on board with the environmental campaign group Encams. In Encams' Local Environmental Quality Survey of England, the North West was ranked bottom of nine regions.
