Nine in 10 core policy civil servants working for the Government department in charge of the Northern Powerhouse agenda are based in London.
Brandon Lewis, minister of state at the Department for Communities and Local Government, made the admission in a response to a written question by shadow Cabinet Office minister Louise Haigh.
