Norwich City Council has backed proposals for three unitary councils in Norfolk as the county's authorities line up behind a trio of competing bids.
In a statement, city councillors across all political parties approved the proposals, which include establishing a Greater Norwich authority and two additional unitary councils to replace the current two-tier structure.
