Westminster City Council and English Heritage have joined forces to launch a judicial review into Lambeth LBC's plan for a 29-storey office block close to the River Thames.
Westminster, which manages the north side of the riverbank, said the proposed tower in Lambeth's southern side would cause 'substantial harm' to views of the world heritage site around the Houses of Parliament and Westminster Abbey.
