Housing minister Grant Shapps has criticised town hall officials who ‘oppose reform', after coalition plans to prioritise social housing for residents making ‘community contributions' have been ignored by some councils.

The Localism Act handed councils greater control over housing waiting lists, and ministers – as well as Labour leader Ed Miliband – urged authorities to prioritise members of the armed forces or residents contributing to their community, such as local charity workers.
