Officials glum about measuring happiness

Despite doom and gloom surrounding public sector cuts, Whitehall officials could soon be asked to produce a formal measurement of the nation's ‘happiness', in a move described by one senior civil servant as potential ‘bureaucratic suicide'.

Downing Street is entertaining the idea of asking the Office for National Statistics (ONS) to establish a formal happiness index, measuring people's psychological and environmental wellbeing, as part of a programme which could begin later this month.
