Outsourcing increase Half of council services could be outsourced to the third sector by 2010, the LGA claimed last week. The Liberal Democrat group leader at the association, Cllr Richard Kemp, told the Bournemouth conference: ‘The voluntary and community sector is often in a better position to deliver services and encourage people to play active parts in their neighbourhoods.’ John Law, chair of the chief executives of voluntary organisations, added that if the target was not achieved, the third sector’s contribution could still be ‘a catalyst for change’.
