The Scottish Executive has announced that county councillors are to be given a basic salary of £15,400. The proposal is part of an independent review into pay, and also includes a proposal to pay council leaders £46,000. But COSLA president ~Pat Watters~ said the recommendations had failed to live up to expectations.
