Councillors are way behind chief officers in reading up on the local government White Paper, according to a survey exclusively revealed in The MJ this week. The poll finds that while 65% of senior council managers have read the White Paper and a further 25% ‘plan to in the future', only 45% of councillors have read it, and a further 39% intend to do so. However, 16% of councillors say they have no intention of reading it at all, compared with 10% of senior managers. P18-19.
