Tiptree Parish Council could become the first in Essex to hand its members policing powers.
Councillors could soon be sent on a five-day training course through the Community Safety Accreditation Scheme, under plans to allow them to confiscate alcohol and cigarettes from children ,and issue fines for dog fouling, littering and graffiti.
