Parish councils in northern England embarked on inflation-busting council tax precept rises this year, despite ministerial warnings to limit increases.
Figures released by the DCLG on 26 April revealed parishes did not follow their larger town hall counterparts in sticking to the council tax freeze for 2012/13.
