In the space of just a few short days since he has taken up his post, Prime Minister Andy Burnham has announced what could lead to a huge cultural and constitutional shift in public services.

Cynicism is easy – and there will no doubt be a massive mountain to climb to move what is effectively a a few political announcements into a new constitution with a sustainable social care system to boot – but it is an extraordinary moment for decentralisation.
