Northgate Public Services has joined the debate on tackling low-level crime. Ian Blackhurst, the firm's managing director of criminal justice and public safety called for a greater use of fixed penalties: ‘The penalty notice system is the fastest-growing form of administration of justice in this country. Used appropriately, they can be an effective way of addressing high-volume, low-level criminality.'
