Whether they are an asset or not depends on how well they are managed. A motivated workforce, with the right attitude and skills, is key to achieving value for money and customer focused, flexible services. Authorities are engaged in many major service transformations. These include: setting up multi-agency services, creating shared services, transferring staff to external providers, reorganising services on a neighbourhood basis, changing ways of working to ensure greater community involvement, and redesigning jobs and changing skill mixes to make the best use of scarce professional skills. Authorities face the challenge of continuing to recruit, retain and motivate high performing staff, while undertaking these major service transformations. Judges will be looking for outstanding examples of potentially difficult issues that have been worked through to maximise staff commitment and performance, enabling new and successful forms of service delivery. Judges will require evidence of staff commitment to the transformed services, as well as evidence that customer service has improved. This award provides an opportunity for authorities to celebrate their achievements in managing and motivating their workforce through major service transformation, delivering improved services for customers.
