Paul Burstow unveiled the delayed vision for adult social care this week, but admitted funding would be affected by the final settlement for local authorities. He challenged the sector to increase the number of people using personal budgets to manage their own care. Currently, around 250,000 out of a possible 1.6 million people are taking advantage of the initiative.
