Communities secretary, Eric Pickles, appears to have backtracked over government plans to create directly-elected mayors in England’s 12 largest cities.

Communities secretary, Eric Pickles, appears to have backtracked over government plans to create directly-elected mayors in England's 12 largest cities.

Mr Pickles told MPs last week that he would not impose the mayors in any of the cities.
