Managing the cost and complexity of supporting working age adults is fast becoming one of the most daunting challenges in social care finance.

Evidence is building that this is a growing problem for councils. The Association of Directors of Adult Social Services' Autumn Survey highlights a hike in high-cost placements of more than £7,000 a week for young adults. Executive director of adult care and community wellbeing at Lincolnshire CC Martin Samuels points out that half of his area's placements for working adults with lifelong disabilities are now between 10% and 20% higher than they have typically cost and this is becoming the ‘new normal' and a common situation nationally.
