A report claiming current planning procedures are hampering economic growth has sparked calls for a more localised planning system. Commenting on the Policy Exchange's study entitled Best laid plans, LGA chairman Lord Bruce-Lockhart said: ‘Only councils are able to make the necessary links between housing needs, employment opportunities, transport provision, education, health and community facilities to make sure the right kind of homes are provided in locations where people want to live, work and raise their families. ‘Ministers should make sure that all of the revenue raised from development is retained locally.'
