Given all this talk of cuts, Paul O'Brien is interested in Whitehall's performance when it comes to efficiency.

As local government digests the huge impact of chancellor George Osborne's announcement on cuts to public services in the Comprehensive Spending Review, two items which have caught my attention more than most are worth consideration.

First, the review of central government spending department's efficiency, undertaken by retail guru, Sir Philip Green, suggested to me that local government was a bit ahead of the rest of the public sector on this one.
