Plymouth City Council has hit back at allegations that it has asked residents to nominate a householder to take legal responsibility for putting out their bins correctly and for formulating a legally-binding questionnaire making residents liable if they fail to put their bins out on time. A spokesman from the council said: ‘We are not sending letters out to all residents asking for their details but, despite our attempts to correct this, most of the media have chosen to ignore the facts. ‘We are drawing up ideas that we would need to have in place for those individuals who persistently ignore the rules we ask people to follow when they put their rubbish and recycling out. ‘Yes, there is a draft letter that has been passed to our legal services for them to assess what can and cannot be legally enforced. If it does not get approval, it will not happen.'
