A £250m vocational training programme backed by prime minister, David Cameron, could provide localities with more influence over workforce skills in their area.
Mr Cameron last week teamed up with business secretary, Vince Cable, to launch an employer-led vocational training fund which will allow businesses to decide local skills needs.
