Council chiefs react positively to the announcement that any attempts to pass EU fines to local authorities will be subject to scrutiny.

Council chiefs have reacted positively to the Government's announcement that any attempts to pass European Union (EU) fines to local authorities will be subject to scrutiny.

Under European law, states that fail to fulfil obligations can be taken to the Court of Justice, where infractions are subject to minimum penalties of around £7m and hefty daily fines.
