Local government reorganisation (LGR) is always political. With a new Labour Government in place, many assume proposals from Labour-led towns and cities are set for an easier ride.

But while ministerial decisions are political in nature, they are not made in a vacuum. What ultimately shapes the outcome is a mix of politics, policy, and practicality – from Treasury views on savings to Department of Health and Social Care (DHSC) concerns over social care, and from service design to stakeholder support.
