Portsmouth City Council is expected to formally reject local government reorganisation at a meeting next week, telling ministers to leave the authority alone.

If the Government ignores the council's request, Lib Dem-led Portsmouth said its ‘preferred option' would be four new unitaries covering mainland Hampshire – backed by 11 other councils in the region.
