A left-of-centre think-tank has called for councils to be given powers to charge homeowners for throwing away rubbish. The Institute for Public Policy Research recommends councils are given powers to charge for collecting non-recycable waste, and also calls for a tax on single-use disposable items. 'If save-as-you-throw was introduced it would mean a reduction in council tax and a separate charge for waste reduction,' said Cllr Paul Bettison of the Local Government Assocation.
