The National Association of Local Councils (NALC), which represents parish and town councils, has urged ministers to quickly devolve powers over key local services to grassroots bodies following the publication of the Open Public Services white paper.
NALC has long called for some of the powers outlined in the Cabinet Office plan to open up public service management and delivery to a wider range of public, private and third sector bodies. Ministers have said they want more powers over services, and public assets, to be placed in the hands of community groups and parishes.
