Communities secretary, Eric Pickles, has fast-tracked the long-awaited general power of competence (GPC) in a bid to settle the legal dispute over council prayers held before formal meetings.
Mr Pickles said he brought forward the GPC – which had been due to be implemented alongside the rest of the Localism Act from April – so that councils could make a choice over whether to hold formal prayers.
