The Standards Board will not be investigating a complaint against Darlington Council's leader regarding his conduct over a development proposal. It was alleged that John Williams predetermined the decision of a Tesco development by openly backing public opinion opposing the scheme before the council decision was made. The Standards Board said the complaint did not justify investigation.
