Savings of close to £1.5bn over five years could be achieved in Scotland through a reform of public sector procurement, a report by businessman ~John McClelland~ has claimed. Recommendations include introducing centres of procurement with individual expertise, giving procurement its relevance and greater collaboration across the public sector.
