Fiscal devolution is almost certain to create disputes between regional mayors and councils over who spends most of the money that is raised locally, an expert has warned.

It comes after chancellor Rachel Reeves announced in March that a ‘roadmap' for fiscal devolution will be published at this autumn's Budget, following discussions between Treasury officials, mayors and business.
