Any profit cap on providers of children's placements in England ‘won't be worth the paper it's written on', a social care chief has warned.

The Children's Wellbeing and Schools Bill, which is awaiting its report stage in the House of Lords, contains measures to tackle profiteering, including a backstop law to potentially cap profits.
