As the Liberal Democrats meet for their spring conference in York this weekend, there will be no shortage of local government issues to address. And in the run up to the local elections, with the two traditional parties of Labour and Conservatives falling foul of the public's favour, there is an air of optimism around the politics.
Liberal Democrat communities and local government spokesperson Zöe Franklin is up for the challenge. She will be leading a motion at conference on the local government finance emergency, calling for better funding and full fiscal reform.
