A judge has sympathised with an Oxford resident who withheld council tax after a rat infestation at her home. Dr Frances Kennett refused to pay her council tax for a month in protest, after Oxford City Council changed from weekly rubbish collections to fortnightly, which she believes led to her rat infestation. The judge imposed a liability order on Dr Kennett, but said he had ‘every sympathy with her'
