New figures have revealed one in five councils is yet to receive the full amount of road salt it ordered this year, despite the winter service season being just weeks away.
The Local Government Association research underlines the concerns of David Quarmby, chair of the Government's winter resilience review, who said the UK's salt industry could not cope with demand.
