In the run up to this week's Mais lecture, it looked like more of the same. Another keynote fiscal speech with a pledge to boost economic growth, another promise to sort out the planning system to get the economy moving.

Alas, the much maligned ‘archaic' planning system – for all its foibles, red tape and NIMBYs – is not the only barrier to economic growth.
