Chancellor Rachel Reeves should raise rates on higher council tax bands to raise just under £4bn in her Budget later this month, an influential think-tank has said.

The Institute for Public Policy Research (IPPR) also argued for lower rates on lower bands, making council tax ‘fairer' and less regressive.
